Samuels Doctoral Fellows Program

Up to four $5,000 Support Grants for Doctoral Students
The Howard J. Samuels State and City Local Policy Center, located at Baruch College’s Austin
W. Marxe School of Public and International Affairs, sponsors research on state and local
government issues and policies, provides a forum for thoughtful discussion of public issues, and
serves as an information resource on governance issues concerning New York State and New
York City. The Center seeks to support doctoral student research focused on state and local policy, with
New York State or New York City as the frame of reference. During the academic year 2024-
2025, we will award up to four grants of $5,000 each to doctoral students who are in the
dissertation-writing phase of their degrees (applicants must have defended their dissertation
proposals). Applicants may come from any academic discipline, including but not limited to public affairs, public administration, political science, economics, sociology, urban studies, communication, or
other social sciences or humanities. To apply, please provide the following information in a single PDF document: • A CV.  • A description of the dissertation research project, in a maximum of three pages with an overview of key research questions, relevance for literature, research design, and
preliminary findings (if any). The description should be single spaced, 12-point Times
New Roman font, one-inch margins. Include the relevance to New York State and City
policy. References are not included in the three-page limit. • Letter of support from the applicant’s dissertation advisor. Proposals are due on November 11, 2024. We expect grant recipients to submit a report describing their accomplishments by June 2, 2025, and to submit an extended abstract of their
dissertation project upon completion. The fellows may be engaged in center’s programming and
research. It is the applicant’s responsibility to obtain appropriate IRB approval for research
