  1. I think Megan makes a very clear and compelling argument for the seriousness of tree stump removal in New York City. Her problem memo is clear in its scope and in its message. A strong foundation is set for an eventual policy analysis. The history of the issue is discussed, as are the adverse effects of unattended tree stumps. I appreciate how Megan clearly delineated who is negatively affected by unattended tree stumps – City residents, property owners, and the City itself – and specifically elaborated how each group is affected. I think the most convincing piece of evidence can be found in Megan’s description of how the tree stump removal process currently works because it exemplifies how the system is flawed. Megan cites that, “In the current system, the fastest way to remove a stump is through requesting a new tree. However, only 5% – 10% of new trees planted in 2013 replaced existing tree stumps.”
