Although the title of the article is called”Cruelty to Women Overseas”, it’s actual purpose is to
ask the Obama Administration to make changes on an
amendment called the Helms Amendment which
was originally enacted in 1973 and restricts the use of United States foreign aid money to finance abortions overseas, even in places where abortion is legal. The article cites the cruel fact that 47,000 women dies every year. If the Obama Admininstration could interpreter the amendment more comprehensively to include abortion due to incest and rape, many woman can be saved by using the US foreign aid money to access healty and effective abortion.
