Who has paid sick leave and who doesn’t? What is the national consensus towards this?
I think you should take the existing programs and examine any evidence they have of successes. These successes can be perfect evidence of why NY state should implement this, and also can provide possible structures on which they can build. NYC.gov has a good document on the first year milestones of the NYC program.
