You present well thought out arguments, I would only add what are the consequences to the United States if nothing is done.
Puerto Rico was supposed to be an example to Latin America of the greatness which could come from American styled capitalism. I have heard the argument of welfare reliance as being a primary factor contributing to its situation; as you state that is only a piece of the issue at hand. Another issue I have read is in regard to Medicare & Medicaid reimbursement rates not taking certain factors into account resulting in lower then expected rates, which also has led to boat loads of physicians leaving the island. Political corruption does play a large role as well. I think your off to a great start. I too believe that its Commonwealth status doesn’t necessarily have to change. However, if you point out why it is imperative that the US federal government take action in assisting Puerto Rico solve its economic crisis you will build a stronger argument.

You are quite correct Freddy, Medicare/Medicaid reimbursements are the lowest in the country on the island, which is one of the reasons that doctors typically leave the island. Interestingly, a few years ago I was vehemently pro-Commonwealth Independence (my husband, from Puerto Rico, was very status quo/pro-statehood). In light of this new fiscal crisis I sadly see statehood as likely the islands only option to avoid fiscal ruin. The inequalities built into the Commonwealth system (from the Insular Cases, and many others as well like the Jones Act) are not something that I think are likely to be fixed given the current political climate (it is also arguable that Statehood is a very big uphill battle that is unlikely to be won).
You make a good point as well about missing why this is imperative to the US. That is a topic point that should be added for sure in a future draft.
