I guess Chinese government will “fight back” by claiming that “western countries are intervening Chinese internal affairs”. It seems that to some degree America-China cooperating attempts about counter-terrorism have been in dilemma. The U.S. think Chinese government overstates domestic dissents as terrorists and “lack of transparency” regarding its claims of terrorism. From Beijing’s perspective, those extremists conducting several violent incidents in Xinjiang and other regions are terrorists. What’s worse, Beijing believes that these extremists are supported by external sources. Beijing concerns about the U.S. ambiguous attitudes arising from utilizing separatism to jeopardize China’s rising power. Consequently, lack of consensus and trusts damage U.S.-China cooperation on anti-terrorism area.
Regarding other issues like tightening Gov control over the whole society, including the press, social media, universities, business groups and non-governmental organizations. It all reflects Chinese sluggish democratization and liberalization.
