Though I had a bit of trouble understanding the English in some of your sentences, you are certainly correct on the overall point of your blog post. There is little doubt that China is seeking to take advantage of its rising power and wealth to greatly expand its military. They want a “blue water navy,” for example, one that can operate far from the shores of the PRC. And, as you point out, they are seeking a much more powerful presence in space.
As for the US demand that they become a party to the START II nuclear arms control agreement, the Chinese argue that this has always been a bilateral agreement between the world’s two nuclear giants–the US and the former Soviet Union, now Russia. So there seems little likelihood of convincing them to join the treaty, if it is renewed. But that would not preclude the negotiation of a new, trilateral agreement among the US, Russia and China. –Professor Wallerstein
