Full disclosure: I know nothing about energy infrastructure. Even so, you’re problem memo was very effective in explaining the problem and supporting it with facts, scenarios, and reasons as to why modern energy infrastructure is such a pertinent and timely issue.
Ending the memo with the hopeful plans of a windmill farm on Long Island while acknowledging the problems that will still remain, really helped to expose the magnitude of this issue.
