Both of these are quite interesting, but I your first is the more specific. I really like your phrase, “primitive hierarchy,” but of course you would have to define that very specifically. Also, if you choose this one, you should think of a particular teacher/student relationship: otherwise, you essay might end up quite general and theoretical. If you choose the second, you need to get very specific as to what (who) aspect of the government and what, exactly, this body or individual is heavily influencing with money. For the second, you would need other outside sources (on top of the Russell).
