Your topic is quite an interesting one, and I think your first statement is the most coherent. You still need to be somewhat more specific, though. For example, you should pick a law that actually provides this kind of “loophole” for people to take advantage of. If you’re thinking of the police, then you could focus on a specific kind of area (search and seizure, use of force, etc.) where this is happening. If you’re thinking of something else, then make sure you are specific about the law and who is taking advantage of that law to commit this malicious acts. You will need to use some secondary sources, remember, if you pursue this topic (on top of the Russell) but that of course is up to you. This could be a very interesting exploration.
