The Howard J. Samuels State and City Local Policy Center, located at Baruch College’s Austin W.
Marxe School of Public and International Affairs, sponsors research on state and local government
issues and policies, provides a forum for thoughtful discussion of public issues, and serves as an
information resource on governance issues concerning New York State and New York City.
The Samuels Public Affairs Fellowship supports exceptional public affairs scholars and practitioners.
Applicants may come from any academic discipline, including but not limited to public affairs, public
administration, political science, economics, sociology, urban studies, communication, other social
sciences and the humanities.
During the 2024-2025 academic year, up to four Samuels Fellows will receive an unrestricted financial
grant of $5,000 to assist in their research or writing endeavors. The funds are allocated to support the
fellows in various aspects of their proposed project, including but not limited to data collection, research
travel, writing or research assistance, summer stipend, etc. In return for this support, the fellows are
expected to deliver a written output to be published on center’s website. The research output can vary
based on the nature of the proposed project and field of the fellow. Examples include working papers,
policy reports, case studies, policy briefs, a long-form essay, or a book. Fellows may propose other
kinds of written outputs suited to their proposed projects. Fellows will also be encouraged to organize
and participate in events and public forums related to state and local governance.

• A CV.
• A short personal statement (about 500 words) that describes applicant’s interest in the
fellowship, a short overview of the proposed project and timeline, and what written output the
fellow intends to produce during the fellowship. Also, describe the project’s relevance to New
York State and City Policy.
Proposals are due on November 11, 2024. The recipients will be required to provide a progress report on
their projects by June 2, 2025. Proposals should be emailed to the Samuels Center at
