ProQuest is reporting problems at its end with access to all of its databases. As soon as we get word of access being restored, I’ll post an update here on the reference blog.
UPDATE – 19 July 2017, 8:20 am – ProQuest services came back online late last night.
Beginning at 10 pm on Saturday, January 28, and continuing through to 6 am on Sunday, January 29, all ProQuest databases will be down for scheduled maintenance:
ProQuest has moved PolicyFile off of its old platform (and URL) and integrated it into the main ProQuest platform (the one where we can access ABI/Inform Global, Ethnic NewsWatch, etc.) With this move, ProQuest has decided to rename the database as “Policy File Index.” It is now listed under that name on database pages.

From 10 pm to midnight on July 9, all ProQuest databases will be inaccessible due to planned maintenance. This includes:
All ProQuest databases will be down for maintenance for six hours beginning this Saturday (Feb. 13) night at 10 pm.

Actual details (let alone screenshots or live previews) are not available at the moment about the changes coming to the ProQuest and ebrary interfaces. What little information there is right now can be found on this ProQuest page.
From 10 pm on Saturday, August 8, until 6 am on Sunday, August 9, the following will be unavailable due to maintenance scheduled by the vendor:
