  1. I thought this was an excellent memo. Viarlenis did a great job in presenting the case that the City needs to be better at communicating awning regulations to small businesses and clarifying who is responsible. I thought her two most compelling arguments were in tying overzealous enforcement to businesses abandoning Roosevelt Avenue, and in the case that the City needs to go after contractors who build awnings not in compliance with regulations. I’m happy to see that Viarlenis interviewed several business owners, and I look forward to seeing these arguments more fleshed out by citing academic and city office sources as well as popular press articles.
