A 14 year-old boy, Avonte Oquendo ran away from his school during lunch time and has not been found yet. The real question here is how was he, a child with special needs, able to run out of the school without anyone stopping him? The city’s school system has been trying to carry out special education reforms that do not segregate those students in their classrooms and schools. One individual says, “the policies of reform might affect programming and development and the plans made for these students”.
