New York City Department of Housing Preservation and Development
Division of Economic Opportunity & Regulatory Compliance
The New York City Department of Housing Preservation and Development (HPD) is the largest municipal housing preservation and development agency in the nation. The agency promotes the construction and preservation of affordable, high quality housing for low- and moderate-income families in thriving and diverse neighborhoods in every borough by enforcing housing quality standards, financing affordable housing development and preservation, and ensuring sound management of the city’s affordable housing stock.

- investigating allegations of wage theft and enforcing labor standards requirements to ensure that workers helping to build New York City’s affordable housing are paid prevailing wage rates;
- revising and operationalizing the agency’s language access plan to ensure that limited English proficiency persons have equal access to the agency’s services;
- assisting the M/WBE officer with setting, tracking and enforcing the agency’s goals for contracting and subcontracting with minority- and women-owned business enterprises; and
- educating developers, contractors and the public about fair housing laws and working with the New York City Commission on Human Rights to resolve fair housing complaints.
